农村老年人健康信息隐私保护困境与破局之道OACHSSCD
Dilemmas and Solutions in the Protection of Health Information Privacy for the Rural Elderly
随着健康中国战略的深入推进和数字技术在乡村医疗卫生领域的广泛应用,农村老年人面临前所未有的健康信息泄露风险与复杂的隐私保护困境.针对农村老年人数字素养不足、隐私制度基层执行乏力、信息系统安全防护薄弱、乡土人情对隐私边界的消解等困境,通过构建"赋能-规制-技防-文化"四位一体的协同治理框架,提出"赋能先行,提升农村老年人的隐私自我保护能力""规制为基,健全法律法规与强化监管执行""技防护航,推动安全与适老化的技术应用""文化浸润,重塑乡村数字伦理与社区支持网络"的破局之道,以此促进医患主体坚守健康信息守门人角色,提升农村老年人健康信息隐私保护的水平.
With the deepening of the Healthy China initiative and the widespread application of digital technology in rural healthcare,the rural elderly face unprecedented risks of health information leakage and complex dilemmas in privacy protection.These dilemmas include limited digital literacy among the rural elderly,weak enforcement of privacy regulations at the grassroots level,inadequate security safeguards in information systems,and the erosion of privacy boundaries by close-knit rural social norms.In response,this study proposes a four-dimensional collaborative governance framework,including empowerment,regulation,technological safeguards,and culture.The approach emphasizes:prioritizing empowerment to enhance their ability to protect personal privacy;strengthening regulation through robust legal frameworks and effective oversight;advancing technological safeguards through secure and age-friendly technologies;and fostering cultural integration to reshape rural digital ethics and community support networks.This aims to reinforce the role of healthcare providers and patients as gatekeepers of health information and to strengthen the protection of health information privacy for the rural elderly.
