In order to implement the water conservation priority principle in water management and promote the high-quality development of irrigation areas,it is necessary to conduct water-saving evaluations on the water conservancy construction projects at the planning stage to restrain unreasonable water usage behaviors during the process of water resources development,and ensure the efficient utilization of water resources.Taking the modernization transformation project of the Zhaokou Yellow River Water Irrigation District as an example,based on the regional water resources carrying capacity,the current water supply and demand characteristics and water-saving potential of the Zhaokou Yellow River Water Irrigation District are analyzed.Water-saving evaluation is carried out from the aspects such as water-saving goals and indicators,water-saving compliance analysis,water-saving effects and guarantee measures.It can provide technical references for the water conservation evaluation of the Yellow River water irrigation areas,and also offer a basis for the intensive and economical utilization of water resources in the Yellow River Basin.
