Balancing food security with the efficient allocation of production factors through rural in-stitutional reform has become a key issue that must be considered in policy implementation.Based on panel data from the National Fixed Observation Points from 2009 to 2017,this study treats the new round of farmland titling policy as a quasi-natural experiment and constructs a multi-period difference-in-difference model to empirically test its impact on the share of grain crops in household cropping structure and the underlying mechanism.The empirical results show that the new round of farmland titling policy has increased both the share of grain crop planting area and the share of income from grain crops in house-hold agricultural production.Mechanism analysis finds that the policy mainly promotes the grain-oriented use of farmland through the farmland transfer promotion effect and the factor substitution effect,while the long-term investment promotion effect and the farmland rent crowding-out effect have not altered the overall grain-oriented impact of the policy.Heterogeneity analysis further reveals that the policy effect is stronger for households with larger farmland scale,those located in villages with higher levels of labor outmigration,and those possessing less social capital.The findings of this study provide useful insights for the government to achieve the dual goals of securing property rights over agricultural production fac-tors and safeguarding food production through institutional reform.
