中小河流防洪评价中治涝与防洪标准的匹配性研究OA
Study on the Matching of Drainage Standards and Flood Control Standards in the Flood Control Evaluation for Small and Medium-Sized River
针对中小河流防洪评价中防洪与治涝标准存在的问题,文章构建了"水文耦合-风险协同-效益平衡"三维匹配性评价框架.通过解析两者内涵关联,提出了包含外洪顶托影响系数、风险协同度与效益成本比的评价指标体系,并结合暴雨洪水耦合模型、风险矩阵与成本效益分析法进行量化评价.以江西与河南典型中小河流为例验证,揭示了不同地貌类型的标准匹配规律,为区域协同治理提供了可量化的方法支撑.
To address the problems in the flood control evaluation of small and medium-sized rivers regarding the standards for flood control and drainage,a three-dimensional matching evaluation framework of"hydrological coupling,risk synergy and benefit balance"was constructed.By analyzing the intrinsic connections between flood control and drainage,an evaluation index system was proposed,which includes the influence coefficient of external flood backwater,risk synergy degree and benefit-cost ratio.Quantitative evaluation was conducted by combining the storm flood coupling model,risk matrix and cost-benefit analysis.Taking the typical small and medium-sized rivers in Jiangxi and Henan as examples for verification,the standard matching rules for different landform types were revealed,providing a quantitative method support for regional collaborative governance.
