A Study on Policy Tool Configuration Driving the Development of Smart Agriculture:An Empirical Analysis Based on fsQCA

系统梳理现有智慧农业政策,运用fsQCA方法探究驱动智慧农业高水平发展的政策工具组合类型.研究发现,单一政策工具无法构成智慧农业高绩效的必要条件,但公共服务供给不可或缺.研究识别出三类高效政策组合形态:一是"多元综合型",通过全方位政策工具启动经济相对落后地区的智慧农业发展;二是"供给-环境主导型",依托公共服务与金融支持推动传统农业大省向智慧农业大省转型;三是"供给-需求平衡型",供给保障与需求刺激协同促进经济相对发达地区的农业智慧化.同时,政策工具之间存在一定的替代与互补关系.

This study employs the fsQCA method to systematically review the existing smart agricul-ture policies,exploring the pathways of policy instrument combinations that drive high-level development of smart agriculture.The findings reveal that no single policy instrument can serve as a necessary condition for high performance in smart agriculture but the provision of public services constitutes an indispensable foundation.The research identifies three effective types of policy instrument combinations,the"compre-hensive-integrated type"supporting the initiation of smart agriculture in underdeveloped regions through all-encompassing policy tools,the"supply-environment-led type"relying on public services and financial support to facilitate the smart transformation in major traditional agricultural provinces,and the"supply-demand-balanced type"synergizing supply assurance with demand stimulation to promote agricultural smartization in developed regions.Additionally,there are certain substitutive and complementary relation-ships among policy instruments.
