Water Resources Allocation and Water Diversion Engineering Design
以巩义市引水工程为背景,探讨水资源配置与引调水工程设计的理论基础及技术方案.针对巩义市中心城区及东五镇长期存在的用水短缺问题,分析南水北调与黄河水联合供水模式的可行性,提出输水管道选址与泵站布局的优化设计思路.基于水资源供需分析,预测巩义市2025年总需水量为6 412.9万m³,并据此确定南水北调供水量2 000万m³、黄河供水量2 200万m³的联合供水方案.在工程水价与财务评价方面,计算得到盈利水价为1.292元/m³,税后财务内部收益率为4.77%;当水价提升至1.391元/m³时,资本金收益率可提高至11.34%,表明项目具有较好的经济可行性.研究结果表明,引水工程建成后可有效提升巩义市城乡供水一体化水平,缓解供水矛盾,具有显著社会效益与经济价值,可为中原地区类似引调水工程规划设计与评价提供参考.
Based on the water diversion project of Gongyi,this paper discusses the theoretical basis and technical scheme of water resource allocation and water diversion project design.In view of the long-term water shortage problem faced by the central urban area of Gongyi and the five eastern towns,the feasibility of the combined water supply mode of South-to-North Water Diversion and Yellow River water is analyzed,and the optimization design methods for the site selection of water diversion pipelines and the layout of pumping stations are proposed.Analysis of Water Resources Supply and Demand shows that The total water demand of Gongyi in 2025 is 64.129 million m³/a.A combined water supply plan of 20 million m³/a from the South-to-North Water Diversion Project and 22 million m³/a from the Yellow River has been determined.Based on the calculation of the engineering water price and the financial rate of return,the profit water price is 1.292 yuan/m³,and the financial internal rate of return(after tax)is 4.77%.When the water price rises to 1.391 yuan/m³,the return on capital increases to 11.34%,and the economic feasibility is relatively high.The results show that after the completion of the water diversion project,it can effectively enhance the level of urban and rural water supply integration in Gongyi,alleviate the shortage of water supply,and has strong social benefits and economic value,providing a practical reference for similar water diversion projects in the Central Plains region.
