新形势下我国县级耕地"多位一体"保护压力测度OACHSSCD
Measurement of multi-dimensional pressure on holistic cultivated land conservation at county level in China under new situations
文中探讨了新形势下我国耕地保护压力组成,从数量、质量、生态、经营四个维度对全国县级尺度耕地保护压力进行测度,识别需要优化调整的区域,为耕地保护管理提供决策参考.通过构建耕地保护压力测度指标体系,运用空间统计学方法进行分析.研究结果表明:全国县级耕地数量保护压力总体较大,强压力、较强压力区县分别占全国的14.6%和54.7%,空间上存在东中部总体高于西部和东北、非粮食主产区略高于粮食主产区、市辖区总体低于县和县级市、城市群地区略高于非城市群地区的特征;耕地质量保护和经营压力在空间上呈现一定集聚性且重叠程度较高,较强以上压力区县分别占全国的31.4%和22.7%;耕地生态保护压力的空间差异较大,地域性特征较明显,强压力、较强压力区县分别占1.2%和13.7%.文中识别了耕地保护数量、质量、生态和经营优化型地区,建议通过优化耕地认定标准,实施差别化支持政策,科学缓解地方耕地保护压力,提升耕地"多位一体"保护水平.
This study aims to investigate the composition of cultivated land protection pressure in China under new circumstances,measure county level pressure across four dimensions-quantity,quality,ecology,and management,identify areas for optimization,and support decision-making.An indicator system was constructed and spatial statistical methods were employed.The results indicate that nationwide cultivated land quantity protection pressure is generally high,with counties bearing strong-pressure accounting for 14.6%and relatively strong-pressure for 54.7%of the total.Spatially,the pressure index shows characteristics such as being generally higher in eastern and central regions compared to western and northeastern regions,slightly higher in non-major grain-producing areas than major grain-producing areas,lower in districts compared to counties and county-level cities,and somewhat higher in urban agglomeration areas than non-urban agglomeration areas.Cultivated land quality protection and management pressures exhibit a certain degree of spatial clustering with higher overlap,with counties bearing relatively strong or higher pressure accounting for 31.4%and 22.7%of the national total,respectively.Ecological protection pressures show significant spatial differences and distinct regional features,with counties bearing strong-pressure accounting 1.2%and relatively strong-pressure 13.7%of the national total,respectively.Optimization zones for cultivated land quantity,quality,ecology,and management were identified.Recommendations include refining cultivated land certification criteria and implementing differentiated support policies,to scientifically alleviate local protection pressure and enhance multi-dimensional cultivated land protection.
