在全球产业竞争格局深度重构与我国加快建设现代化产业体系的时代背景下,高技能人才供给的结构性矛盾已成为制约制造业转型升级的关键瓶颈.为系统性破解人才供需错配难题,教育部于2025年启动了"高技能人才集群培养计划",该计划的价值根植于服务国家产业链安全与战略自主、驱动产业高端化智能化绿色化转型、破解职教发展深层瓶颈、重塑技能与技术关系以及应对人工智能时代人才能力变迁等多重战略需求.其内在逻辑体现为实施主体、培养标准、教学要素、内容结构与技术载体五个维度的系统性重构,具体遵循"主体集群化""标准贯通化""要素联动化""内容项目化""载体数字化"五大核心理路.在实践层面,该计划通过创新协同机制、动态调整专业、系统开发课程与数字教材、细化教师能力清单与共建实训基地,并致力于构建纵向贯通、横向融通的可持续发展生态,将顶层设计转化为可操作的行动方案.
Against the backdrop of profound restructuring in global industrial competition and China's accelerated efforts to build a modernized industrial system,the structural mismatch in the supply of highly skilled talents has become a critical bottleneck constraining the transformation and upgrading of the manufacturing sector.To systematically address the misalignment between talent supply and demand,the Ministry of Education launched the"Highly Skilled Talent Cluster Training Program"in 2025.The program's value is rooted in serving national industrial chain security and strategic autonomy,driving high-end,intelligent and green industrial transformation,resolving deep-seated bottlenecks in vocational education development,reshaping the relationship between skills and technology,and addressing strategic needs such as talent capability evolution in the AI era.Its internal logic reflects a systematic reconstruction across five dimensions:implementing entities,training standards,teaching elements,contents structure and technological carriers,specifically adhering to five core principles,including"clustered entities""integrated standards""interconnected elements""project-based content"and"digitalized carriers".At the practical level,the program innovates collaborative mechanisms,dynamically adjusts majors,systematically develops courses and digital teaching materials,refines teacher competency frameworks,and jointly builds training bases.It aims to create a sustainable development ecosystem with vertical continuity and horizontal integration,transforming top-level design into actionable implementation plans.
