数字孪生水利建设的进展成效、关键问题与对策举措OA

在全球气候变化与经济社会快速发展背景下,我国水安全形势日益复杂严峻,传统水利治理模式在预见性、响应速度、决策科学性等方面面临巨大挑战.数字孪生技术作为实现物理世界与信息世界智能交互的前沿范式,为水利治理体系现代化提供了历史性机遇.本文系统梳理了我国数字孪生水利建设在顶层设计、数据模型、典型应用等方面取得的显著进展,深度剖析了数字孪生水利推进过程中暴露出来的管理脱节、技术短板、机制缺失、安全风险四大类问题.针对这些问题,基于"需求牵引、应用至上、数智赋能、提升能力"原则,提出了涵盖管理优化、技术攻坚、机制创新与安全保障四个维度的系统性对策框架.众多实践表明,必须遵循水科学发展和软件工程建设规律,坚持业务驱动、系统推进、持续迭代和安全可控,将技术赋能与水利治理体系重构深度融合,才能推动数字孪生水利从"具有"到"好用、管用"的实质性跨越,确保数字孪生水利行稳致远.

Against the backdrop of global climate change and rapid economic and social development,China's water security situation has become increasingly complex and severe,with traditional water governance models facing significant challenges in foresight,response speed,and decision-making scientificity.As an advanced paradigm for intelligent interaction between the physical and information worlds,digital twin technology presents a historic opportunity for modernizing the water governance system.This paper systematically reviewed the remarkable progress in China's digital twin water conservancy in areas such as top-level design,data modeling,and typical applications.It conducted an in-depth analysis of four major categories of issues exposed during the advancement of digital twin water conservancy,including management disconnects,technical shortcomings,institutional gaps,and security risks.To address these issues,the paper proposed a systematic countermeasure framework encompassing four dimensions,including management optimization,technological breakthroughs,institutional innovation,and security safeguards,based on the principles of"demand drive,application first,digital intelligence empowerment,and capability enhancement".Numerous practices have shown that it is necessary to follow the laws of water science development and software engineering construction,adhere to business drive,system drive,continuous iteration,and safe controllability,and deeply integrate technological empowerment with the reconstruction of water conservancy governance system,so as to promote the substantial leap of digital twin water conservancy from"having"to"being useful and effective",ensure the stable and far-reaching development of digital twin water conservancy.
