基于Donabedian三维评价模型的成渝地区双城经济圈三级公立医院高质量发展评价指标体系构建OA

Objective To scientifically construct a high-quality development evaluation index system for tertiary public hospi-tals reflecting the characteristics of the Chengdu-Chongqing Economic Circle,based on Donabedian's three-dimensional evalua-tion model,thereby promoting the high-quality development of tertiary public hospitals in the Chengdu-Chongqing region.Methods An initial indicator database was preliminarily constructed based on the national"Evaluation Indicators for High-Quality Development of Public Hospitals(Trial)",supplemented by literature review and policy analysis.The Delphi method was applied to conduct two rounds of expert consultation,and the Analytic Hierarchy Process(AHP)was used to determine the evaluation in-dicator system and weights.Results Both rounds of expert consultation questionnaires achieved a response rate exceeding 95％,with an expert authority coefficient above 0.84 and coordination coefficients(CR)＜0.1 passing the one-shot test.The construc-ted evaluation framework comprises three primary indicators of high-quality development structure,process,and outcomes,13 secondary indicators and 50 tertiary indicators.Conclusion This established tertiary public hospital high-quality development e-valuation framework tailored to the Chengdu-Chongqing Economic Circle demonstrates innovation and aligned with local hospital contexts.It also provides a reference for constructing similar frameworks in other regions.
