复杂适应系统理论视角下的美国《健康、公众服务和公共卫生领域人工智能应用战略计划》解析及我国医学人工智能发展路径探索OA

当前世界各国面临人口老龄化进程加速、慢性疾病负担加重、医疗财政压力加大、医护人员短缺加剧等多种挑战,对医学人工智能需求愈发强烈.2025年1月,美国卫生与公众服务部(HHS)发布了《健康、公众服务和公共卫生领域人工智能应用战略计划》,旨在医学领域引领全球创新和负责任地使用人工智能.为提升我国医学人工智能的全球竞争力,本文研究了该战略计划的出台背景、主要内容、重点关注方向,HHS组织架构及不同机构在战略计划中的作用;以复杂适应系统理论为基础,探讨了该战略计划在聚集性、非线性、流动性和多样性四大特征层面的愿景及困境;提出了以制度为基础、以应用为导向、以机制为保障、以协同为策略的我国医学人工智能发展路径.

Countries worldwide are facing multiple challenges including accelerating population aging,increasing chronic disease burdens,growing fiscal pressures on healthcare systems,and worsening shortages of medical and healthcare personnel,which have intensified the demand for medical artificial intelligence(AI).In January 2025,the U.S.Department of Health and Human Services(HHS)released the Strategic Plan for the Use of Artificial Intelligence in Health,Human Services,and Public Health,aiming to lead global innovation and promote responsible AI adoption in medicine.In order to enhance China's global competitiveness in medical AI,the background and main content of the strategic plan,key areas of focus,organizational structure of HHS and the roles of different agencies within the strategic plan were studied,the vision and challenges of the strategic plan in terms of four major characteristics of aggregation,nonlinearity,fluidity,and diversity were explored based on the Complex Adap-tive Systems(CAS)theory.Based on which,an institution-based,application-oriented,mechanism-supported,and collabo-ration-strategic development path was put forward for medical artificial intelligence in China.
