农村基础设施工程是实现乡村振兴与农村现代化发展的关键支撑.农村情境下工程脆弱性多源诱发,导致工程失效等负面结果频发,严重制约农村基础设施建设的可持续发展.为厘清工程脆弱性的形成机理,本文基于复杂网络理论,从暴露性、敏感性和适应性三个维度识别农村基础设施工程脆弱性影响因素,并构建其网络拓扑模型,通过网络拓扑指标和网络失效分析,探讨影响因素的关联结构和其对各维度脆弱性的影响效应.研究结果揭示了脆弱性的关键影响因素和关键影响因素链,其中建设质量、政府信用、政策制度与法律法规完善性是关键的影响因素,政府主体因素是构成关键影响因素链的核心因素.本文为农村基础设施工程治理提供理论参考,以期助力农村基础设施可持续发展.

Rural infrastructure projects are vital for rural revitalization and modernization.However,multi-causal vulnerability of these projects often results in failure,seriously hampering sustainable de-velopment.To clarify the formation mechanism of engineering vulnerability,this paper applied complex network theory to identify the key vulnerability factors across exposure,sensitivity and adap-tive capacity dimensions,and constructed a corresponding network topology model.Through topology metrics and failure simulation,we analyzed the interrelationships between factors and their impacts effect on each vulnerability dimension.The results reveal the critical influencing factors and chains,including construction quality,governmental credibility,policy robustness,and legal framework soundness,with governmental entities as the core of critical chains.This study provides a theoretical foundation for improving rural infrastructure governance and sustainability.
