基于中国西北半干旱区农业生产水资源短缺的现状,对半干旱区以风光发电项目建设为核心的气候资源高效耦合利用路径进行了探讨.首先介绍了半干旱区气候资源高效耦合利用的基本逻辑,然后提出了最佳耦合利用模式,最后分析了气候资源高效耦合利用的必要支持举措.研究结果表明:中国西北半干旱区气候资源高效耦合利用的核心路径是大力开发农光互补项目,以光伏发电为媒介,将丰富的太阳能资源转换为电能;同时,通过光伏组件对自然降水的重新分布和蓄积滞留作用,提高有限降水资源的利用效率,弥补农业用水不足,改变半干旱区广种薄收的农业生产模式,形成农光互补的良性循环体系,实现降水、风能、太阳能等气候资源的高效利用,将可再生能源的资源优势转化为经济优势,提升生态经济价值,推动形成新质生产力.另外,辅以其他可再生能源的应用,实现农村生产生活方式的重构性变革,全面满足农村低成本用能需求,满足其冬季清洁供暖、夏季防暑的需求.还可通过让农村能源参与电网的统一配送储存调度,实现农村电能反哺城市.

This paper is based on the current situation of water scarcity in agricultural production in the semi-arid areas of Northwest China,and explores the efficient coupling utilization path of climate resources centered on the construction of wind power and PV power generation projects in the semi-arid areas.Firstly,the basic logic of efficient coupling utilization of climate resources in semi-arid areas is introduced,followed by the proposal of the optimal coupling utilization model.Finally,the necessary supporting measures for efficient coupling utilization of climate resources are analyzed.The research results show that the core path for efficient coupling and utilization of climate resources in the semi-arid areas of Northwest China is to vigorously develop agrivoltaic complementarity projects,using PV power generation as a medium to convert abundant solar energy resources into electricity.At the same time,by redistributing and accumulating natural precipitation through PV modules,the utilization efficiency of limited precipitation resources can be improved,the shortage of agricultural water can be compensated for,the agricultural production mode of extensive planting and low harvest in semi-arid areas is changed,a virtuous cycle system of agrivoltaic complementarity is formed,and the efficient utilization of climate resources such as precipitation,wind energy,and solar energy is achieved.The resource advantages of renewable energy are transformed into economic advantages,the ecological and economic value is enhanced,and the formation of new quality productivity is promoted.In addition,with the application of other renewable energy,a transformative change in rural production and lifestyle can be achieved,fully meeting the low-cost energy needs of rural areas and meeting their needs for clean heating in winter and heatstroke prevention in summer.It is also possible to enable rural energy to participate in the unified distribution,storage,and scheduling of the power grid,achieving the feedback of rural electricity to cities.
