"十四五"时期,国内石化行业加速扩能,乙烯新增产能近3 000万吨/年,规模为"十三五"2倍.但疫情冲击叠加房地产调整及外部贸易环境恶化,国内石化产品消费增速显著低于宏观经济增长水平及此前预期,市场"增量不增利",甚至阶段性供应过剩;行业整体利润空间收窄,运行压力持续增大."十五五"期间,产能扩张势头仍未明显减弱;且在人口红利渐退、投资增速放缓等结构性因素制约下,石化产品消费市场依然面临增长挑战.总体来看,"十五五"将是我国石化行业由"规模化扩张"向"高质量发展"转型的关键阶段,国内市场亦将从"总量增长"逐步转向以"成本竞争"与"高端化突破"为核心的新发展格局.

During the 14th Five-Year Plan period,the expansion of domestic petrochemical production capacity accelerated further,with newly added ethylene capacity reaching nearly 30 million metric tons annually,doubling the scale added during the 13th Five-Year Plan period.However,the impact of the pandemic,combined with adjustments in the real estate sector and deteriorating external trade conditions,led to domestic petrochemical product consumption significantly underperforming relative to macroeconomic growth and expected demand.The market exhibited a pattern of"volume growth without corresponding profit growth"and even periodic oversupply,putting pressure on the overall profitability of the industry and sustaining a downturn in performance.During the 15th Five-Year Plan period,capacity expansion has not slowed significantly,while consumption faces challenges due to factors such as a declining demographic dividend and slowing investment growth.Overall,during the 15th Five-Year Plan period,China's petrochemical industry will enter a critical transition phase from"scale expansion"to"high-quality development".The domestic market will also shift from"total volume growth"to cost competition and high-end breakthroughs.
