China's Dual Carbon Policy:Review of the 14th Five-Year Plan and Outlook for the 15th Five-Year Plan
"十四五"期间,中国双碳政策领域取得积极成效:政策体系迅速构建,法治建设开启新局面,多项行政措施陆续落地,全国碳市场加快完善扩围,财税金融政策支持逐步加强,碳排放统计核算体系初步建立.在党的二十届三中全会《决定》和四中全会《建议》战略指引下,预计"十五五"时期将进一步全面推进碳排放总量和强度双控制度、加快构建新型能源体系、健全资源总量管理与全面节约制度,并持续落实促进绿色低碳发展的配套政策等重点举措.
During the 14th Five-Year Plan period,China's dual carbon policy achieved positive results:the policy system has been rapidly established,the rule of law has opened up a new phase,administrative measures has been implemented,the carbon market has accelerated improvement and expansion,fiscal and financial policy support has been gradually strengthened,and the carbon emission statistics and accounting system has been preliminarily established.Based on the"Decision"of the Third Plenary Session of the 20th CPC Central Committee and the recommendations of the Fourth Plenary Session,it is expected that during the 15th Five-Year Plan period,the dual carbon policy will adopt the following key measures:fully implement the dual control system for carbon emission volume and intensity,accelerate the construction of a new energy system,improve the total resource management and comprehensive conservation system,and implement policies to promote green and low-carbon development.
