农业生态效率对碳减排的影响及对策OACHSSCD
Analysis and countermeasure research on the influence of agricultural ecological efficiency on carbon emission reduction evaluation from the perspective of Dual Carbon Goals in China
农业作为我国国民经济的基础性和战略性产业,在维护国家"五大安全"中承担重要角色和重任,同时在"双碳"目标下兼具"碳源"与"碳汇"的双重属性,深入探究农业生态效率对碳减排的影响,对促进我国碳减排和双碳目标的实现具有重要理论和现实意义.对于当前在农业生态效率与碳减排评价的关联性分析方面的缺乏,基于2000-2023年中国296个地级行政区划单位的面板数据,采用超效率SBM模型对地级行政区划单位农业生态效率进行测度,用双向固定效应模型、调节效应模型、中介效应模型和空间模型实证分析了农业生态效率对碳减排的作用机制.结果表明:1)中国农业生态效率在2000-2023年间总体呈上升趋势,由2000年的0.155上升至2023年的0.423,增幅为172.9%,空间分布整体上呈现出"南高北低"的分布格局;2)农业生态效率有助于促进碳减排效应,且这种影响在经过内生性检验和多种方法的稳健性检验后仍显著;3)在农业生态效率对碳减排的作用机制中,互联网接入水平和教育水平发挥正向调节效应;4)在西部地区和粮食产销平衡区,农业生态效率对碳减排的促进作用更明显;5)农业生态效率通过提升农业劳动生产率、提高教育能力和村域治理水平,间接实现碳减排目标;6)农业生态效率对碳减排具有空间溢出效应.农业生态效率有助于促进碳减排效应,为促进碳减排,研究建议因地制宜构建差别化农业生态效率发展策略,加强农业碳减排相关基础设施建设与技术推广力度,构建区域协同治理体系,完善低碳农业相关政策支持与保障体系.
As a fundamental and strategic industry in China's national economy,agriculture played a crucial role and undertakes significant responsibilities in safeguarding the country's"Five Major Securities".Simultaneously,under the"Dual Carbon"goals(carbon peaking and carbon neutrality),it exhibited the dual attributes of being both a carbon source and a carbon sink.In-depth exploration of the impact of agricultural eco-efficiency on carbon emission reduction held significant theoretical and practical significance for promoting China's carbon emission reduction efforts and the achievement of the Dual Carbon goals.In view of the current lack of correlation analysis between agricultural eco-efficiency and carbon emission reduction evaluation,based on the panel data of 296 prefecture-level administrative divisions in China from 2000 to 2023,this study measured the agricultural eco-efficiency of these prefecture-level administrative divisions using the super-efficiency Slack-Based Measure(SBM)model.It empirically analyzed the mechanism through which agricultural eco-efficiency affects carbon emission reduction by employing the two-way fixed effects model,moderating effect model,mediating effect model,and spatial model.The results showed the following findings:1)China's agricultural eco-efficiency exhibited an overall upward trend from 2000 to 2023,increasing from 0.155 in 2000 to 0.423 in 2023,with a growth rate of 172.9%.In terms of spatial distribution,it generally presented a pattern of"higher in the south,lower in the north";2)Agricultural eco-efficiency contributed to promoting the carbon emission reduction effect,and this impact remained significant even after undergoing endogeneity tests and robustness tests using multiple methods;3)In the mechanism of agricultural eco-efficiency on carbon emission reduction,the level of Internet access and educational level played positive moderating roles;4)The promoting effect of agricultural eco-efficiency on carbon emission reduction was more pronounced in the western region and the grain production-consumption balance regions;5)Agricultural eco-efficiency indirectly achieved the carbon emission reduction goal by improving agricultural labor productivity,enhancing educational capacity,and raising the level of village governance;6)Agricultural eco-efficiency demonstrated a spatial spillover effect on carbon emission reduction.Since agricultural eco-efficiency is conducive to promoting carbon emission reduction,this study puts forward the following suggestions to advance carbon emission reduction:formulate differentiated development strategies for agricultural eco-efficiency in accordance with local conditions,strengthen the construction of agricultural carbon emission reduction-related infrastructure and the promotion of relevant technologies,establish a regional collaborative governance systems,and improve the policy support and guarantee system for low-carbon agriculture.
