招投标是工程造价管理的关键环节,直接影响项目投资控制、建设质量与实施效率.当前,工程造价领域招投标过程中存在招标文件编制不规范、投标报价策略失衡、评标机制不健全、合同条款风险隐藏等问题,易导致项目投资超支、工期延误甚至法律纠纷.文章聚焦工程造价应用场景,系统梳理招投标各阶段(招标准备、投标响应、评标定标、合同签订)的核心风险点,结合工程实践案例分析风险成因,从制度完善、技术赋能、管理强化三个维度提出风险防控优化策略,旨在为工程造价从业者提供科学的风险防控思路,推动招投标工作规范化、精细化开展,保障工程项目全生命周期造价可控.

Bidding is a crucial aspect of engineering cost management,directly impacting project investment con-trol,construction quality,and implementation efficiency.Currently,the bidding process in the field of engineer-ing cost faces issues such as irregular preparation of bidding documents,imbalanced bidding strategies,inade-quate bid evaluation mechanisms,and hidden risks in contract terms,which can easily lead to project overspen-ding,schedule delays,and even legal disputes.This article focuses on the application scenarios of engineering cost,systematically outlines the core risk points in each stage of the bidding process(bidding preparation,bid response,bid evaluation and award,contract signing),analyzes the causes of risks through practical engineering case studies,and proposes risk prevention and control optimization strategies from three dimensions:institu-tional improvement,technology empowerment,and management enhancement.The aim is to provide scientific risk prevention and control ideas for engineering cost practitioners,promote standardized and refined bidding practices,and ensure controllable engineering project costs throughout the entire life cycle.
