中东欧国家碳排放水平评估及对中国的政策启示OA
Assessment of Carbon Emission Levels in Central and Eastern European Countries and Policy Implications for China
准确评估中东欧国家碳排放水平对推进我国与中东欧国家合作、共建绿色"一带一路"至关重要.本文从CO2 排放总量、人均CO2 排放和CO2 排放强度3 个指标出发,分析了2010-2020 年中东欧国家碳排放水平的时空格局,并基于泰尔指数探究了中东欧国家碳排放水平差异的来源,最后运用对数平均迪氏指数分解法和时空地理加权回归模型对中东欧各国CO2 排放影响因素进行分析.结果表明,中东欧国家CO2 排放量、人均CO2排放和CO2 排放强度均呈现出波动下降的趋势,空间上表现出显著的异质性特征.中东欧各国CO2 排放总量差异有所扩大,人均CO2 排放和CO2 排放强度的差异呈缩小趋势,波罗的海三国人均CO2 排放和CO2 排放强度的差异明显高于其他地区.能源强度、能源结构、人口规模对中东欧国家碳排放表现为抑制作用,经济发展水平则表现为促进作用,不同影响因素的碳排放效应具有明显的时空异质性.基于上述研究发现,针对中国与中东欧国家未来合作空间提出简要政策建议,以期为我国实现"双碳"战略目标以及促进全球气候善治提供科学支撑.
Evaluating accurately the level of carbon emissions in Central and Eastern European(CEE)countries is crucial to promoting cooperation between China and CEE countries and building a green"Belt and Road".This paper analyzes the spatial-temporal pattern of carbon emission levels in CEE countries from 2010 to 2020 based on three indicators:total CO2 emissions,per capita CO2 emissions and CO2 emission intensity,and explores the sources of the differences in the carbon emission levels of CEE countries based on the Thiel index,and finally analyzes the influencing factors of CO2 emissions of CEE countries by using the Logarithmic Mean Divisia Index method and spatial-temporal geographically weighted regression model.The results show that the CO2 emissions,per capita CO2 emissions and CO2 emission intensity of the CEE countries show a fluctuating downward trend,and spatially exhibit significant heterogeneity characteristics.The differences in total CO2 emissions among the CEE countries have widened,the differences in per capita CO2 emissions and CO2 emission intensity have shown a decreasing trend,and the differences in per capita CO2 emissions and CO2 emission intensity among the three Baltic countries are significantly higher than those of other regions.Energy intensity,energy structure,and population size show inhibitory effects on carbon emissions in the CEE countries,while the level of economic development shows a facilitating effect,and the carbon emission effects of different influencing factors have obvious spatial and temporal heterogeneity.Based on the above findings,a brief policy proposal for future cooperation between China and CEE countries is put forward,aiming to provide scientific support for China to realize the goal of the"dual-carbon"strategy and to promote good global climate governance.
