Promoting High-Quality Development of Farmer Professional Cooperatives:A Review of the 14th Five-Year Plan Period and Prospects for the 15th Five-Year Plan
农民专业合作社是推动小农户与现代农业有机衔接的关键载体,推进合作社高质量发展是实现农业农村现代化和乡村全面振兴的必由之路."十四五"时期,在政策的有力支持下,推进合作社高质量发展取得了显著成效.然而,实现合作社高质量发展仍面临生产经营能力薄弱、服务带动能力不足、运营规范水平不高、治理功能尚未凸显和绿色发展动力欠缺等现实问题."十五五"时期,亟须通过推动新质生产力赋能、推进产业化经营、加大扶持监管力度、强化党建引领和促进绿色发展转型等路径,不断推进合作社质量提升,为农业农村现代化和乡村全面振兴提供有力支撑.
Farmer professional cooperatives are a crucial vehicle for promoting the effective integration of smallholders into modern agriculture.Advancing the high-quality development of cooperatives is an essential pathway toward agricultural and rural modernization as well as comprehensive rural revitalization.During the 14th Five-Year Plan period,under strong policy support,significant progress was achieved in promoting the high-quality development of cooperatives.However,achieving high-quality development of cooperatives still faces practical problems,including weak production and management capabilities,insufficient service-driving capacity,low levels of standardized operations,underdeveloped governance functions,and inadequate momentum for green development.During the 15th Five-Year Plan period,it is imperative to continuously enhance cooperative quality by fostering new productive forces,advancing industrialized operations,strengthening support and supervision mechanisms,reinforcing the role of Party building,and promoting green transformation.These efforts will provide strong support for agricultural and rural modernization and comprehensive rural revitalization.
