推动鄱阳湖生态保护与修复的思考及建议OA

鄱阳湖是长江中游关键调蓄湖泊、国际重要湿地和国家水网核心节点.近年来受极端气候与人类活动双重影响,流域生态服务功能维系面临较大挑战:(1)"枯水提前、低水位延长、汛期反枯"趋于常态化,沉水植物逐步向碟形湖湖心退却,枯水期旗舰物种适宜栖息地逐步萎缩;(2)流域内农业源污染是水体富营养化的主要诱因之一;(3)多部门用水矛盾尖锐,依靠现有骨干水利工程,枯水期生态用水难以保障.为此,亟须构建系统治理新格局,强化顶层设计,设立鄱阳湖流域统一管理机构;加快科技攻关,重点突破鄱阳湖及其流域生态水利综合治理关键技术;提升鄱阳湖国家水网节点功能;探索"两山"转化新路径,统筹水-粮食生产-生态系统协同发展,将鄱阳湖打造为智慧、韧性、共生的国家水网战略性枢纽,筑牢长江经济带生态屏障与水安全基石.

As a crucial flood-regulation lake in the middle reaches of the Yangtze River,an internationally important wet-land,and a core node of the National Water Network,Poyang Lake has recently faced significant challenges in sustaining its ecological service functions due to the combined impacts of extreme climates and human activities.The key issues are reflec-ted in the following aspects:(1)The phenomena of"early dry seasons,prolonged low water levels,and drought reversal dur-ing the flood season"have becoming the norm.Submerged aquatic plants are gradually receding towards the center of sau-cer-shaped lakes,and the suitable habitat for the flagship species during dry seasons is gradually shrinking;(2)Agricultural source pollution within the lake basin is one of the primary drivers of water eutrophication;(3)The conflict of water supply use is acute among multiple sectors.There is difficulty in relying on existing major water conservancy projectsis to guarantee the eco-environmental water demand.Therefore,it is urgently necessary to establish a new system of governance,strengthen top-level design,and set up a unified management authority for the Poyang Lake basin.Additionally,scientific and techno-logical innovations must be accelerated,focusing on breakthroughs in key technologies for the comprehensive ecological and water management of Poyang Lake and its basin.This will enhance the ability of Poyang lake as a national water network hub,explore new pathways for transforming"Two Mountains"concept into practical action,and coordinate the synergistic development of water resources,food production,and ecosystems.The goal is to transform Poyang Lake into a smart,resili-ent,and symbiotic strategic hub within the national water network,and enhance the water security foundation of the Yangtze River Economic Belt.
