本文设计了一个新的基于椭圆曲线的多接收者加密算法,并基于该算法提出了一种先审查再上链的跨境交易监管方案,实现交易境内可审查可追溯的过程,保障交易的安全.本文的跨境交易监管方案包括两阶段:审计阶段和交易上链阶段.在审计阶段,交易发起方把交易数据进行加密发送给监管方,监管方解密并根据各种政策对数据进行分析,最后用私钥对一部分密文数据进行签名并返回交易发起方.在交易上链阶段,交易发起方把接收到的签名值和一部分加密数据发送到区块链上,完成交易上链过程.监管中心(或者任何人)可随时对区块链上的交易数据进行审查,即使用监管中心的公钥对每一笔交易的签名进行验证;交易接收方只需对一段时间内的链上交易进行尝试解密就能得到真正的交易结果.

This study designs a new ECC-based multi-recipient encryption algorithm.Based on this algorithm,a cross-border transaction supervision scheme is proposed featuring"audit-then-on-chain",which enables the auditability and traceability of transactions within the jurisdiction and ensures transaction security.The cross-border transaction supervision scheme comprises two phases:the audit phase and the transaction on-chain phase.During the audit phase,the transaction initiator encrypts the transaction data and sends it to the regulatory authority.The authority then decrypts the data and analyzes it according to various policies.Finally,the authority signs a portion of the ciphertext using its private key and returns this signature to the transaction initiator.In the transaction on-chain phase,the initiator sends the received signature value and a portion of the encrypted data to the blockchain,thereby completing the transaction on-chain process.The regulatory center(or anyone)can conduct reviews of the transaction data on the blockchain at any time by verifying the signature of each transaction using the regulatory center's public key.Meanwhile,the transaction recipient can obtain the actual transaction result by attempting to decrypt the relevant encrypted transactions on-chain over a certain period.
