Based on a systematic analysis of the challenges associated with the full life-cycle of cross-border oil and gas pipelines,this paper proposes a localized operation and maintenance system founded on six core capabilities such as organizational governance,institutional adaptation,technology absorption,supply chain localization,information and digital capabilities,and cross-cultural communication,establishes a full life-cycle management framework responding to cross-border institutional differences and localized governance requirements,and provides methodological support for constructing a governance model for transnational oil and gas pipelines characterized by contextual adaptability and feedback mechanisms by establishing a matrix-based alignment between the capability system and the stages of the lifecycle,enhancing the overall management efficiency of pipeline projects across diverse national institutional environments,and achieving the integrated objectives of safety,economic viability,and sustainability.Accordingly,the governance model for cross-border oil and gas pipelines can transition from ex post coordination to ex ante integration and from experience-driven to capability-driven approaches.It is recommended to improve the institutional support and risk governance systems for cross-border oil and gas pipelines at the governmental level and to implement full-lifecycle pathways centered on localization capabilities at the corporate level.
