近年来,巴西深水及超深水油气资源开发持续推进,大量海上设施逐步进入生命周期中后阶段,弃置需求日益增加,形成了规模巨大的退役市场.巴西已建立起由国家石油天然气与生物燃料管理局、环境与可再生自然资源研究所以及海军共同参与的多机构协同监管框架,分别负责技术规范制定、环境审批与海事安全监管.巴西的实践表明,海上弃置并非项目末期任务,而是须在全生命周期内系统规划与管控的重要风险源.健全的法规体系、跨部门协作机制与科学的工程管理,是保障弃置作业安全、环保与经济可行的关键.巴西在制度设计、风险治理与绿色退役路径等方面的探索,逐步形成了具有代表性的"巴西深水弃置管理模式",为全球海上油田设施退役提供了重要参考.

In recent years,the development of Brazil's deepwater and ultra-deepwater oil and gas resources has continued to progress.Consequently,a growing number of offshore facilities are entering the mid-to-late stages of their operational lifecycles,driving increasing demand for decommissioning and giving rise to a substantial decommissioning market.Brazil has established a multi-agency regulatory framework involving the National Agency for Petroleum,Natural Gas,and Biofuels(ANP),the Brazilian Institute of Environment and Renewable Natural Resources(IBAMA),and the Navy,which are responsible for developing technical standards,conducting environmental licensing,and overseeing maritime safety respectively.Brazil's experience shows that offshore decommissioning is not merely an end-of-life activity,but rather a critical source of risk that requires systematic planning and management throughout the entire lifecycle.A robust regulatory framework,effective interagency coordination mechanisms,and science-based engineering management are essential to ensuring the safety,environmental sustainability,and economic viability of decommissioning operations.Through its explore in institutional design,risk governance,and green decommissioning approaches,Brazil has gradually developed a distinctive"Brazilian Deepwater Decommissioning Management Model",which offers valuable insights for the decommissioning of offshore oil and gas facilities worldwide.
