在"双碳"战略实施与深远海风电加速开发的双重驱动下,高压海底电力电缆已成为构建清洁低碳电力系统的关键基础设施.我国海缆产业历经技术引进、消化吸收和跨越发展三大阶段,实现了从低压到超高压、从交流到直流、从浅海到深海的全面突破,构建了种类齐全、技术先进的产业链体系.然而,该产业在关键材料、高端装备、试验认证、标准协同及全生命周期经济性等方面仍面临诸多挑战.本文系统梳理了我国高压海缆的发展历程与现状,深入剖析了当前存在的突出问题,并从政策引导、技术攻关、产业链协同、标准建设和经济性提升等角度提出发展建议,以推动我国海缆产业实现高质量发展,助力"海洋强国"与"双碳"目标实现.

Driven by the dual forces of the"dual carbon"strategy and the accelerated development of far-reaching offshore wind power,high-voltage submarine power cables have become critical infrastructure for building a clean and low-carbon power system.China's submarine cable industry has undergone three major stages:technology introduction,digestion and absorption,and leapfrog development,achieving comprehensive breakthroughs from low voltage to ultra-high voltage,from alternating current to direct current,and from shallow to deep sea.A complete and technologically advanced industrial chain system has been established.However,the industry still faces multiple challenges in key materials,high-end equipment,testing and certification,standard coordination,and full-life-cycle economic efficiency.The development history and current status of high-voltage submarine cables in China are systematically reviewed,existing prominent issues are analyzed,and recommendations from the perspectives of policy guidance,technological breakthroughs,industrial chain collaboration,standard development,and economic efficiency improvement are proposed in this paper.The aim is to promote high-quality development in China's submarine cable industry and contribute to the realization of the"Marine Power"strategy and the"dual carbon"goals.
