基于现代信息技术的医院医疗器械招标采购全流程管理平台构建OA
Construction of a management platform based on modern information technique for whole process of bidding and procurement for medical devices of hospital
目的:构建基于现代信息技术的医院医疗器械招标采购全流程管理平台,提高医院医疗器械招标采购的透明度、效率和规范化水平.方法:基于现代信息技术设计并实现包括供应商管理、采购项目管理、供应商参与记录以及中标供应商台账等多个模块的医疗器械招标采购全流程的管理平台,通过数据集成和流程优化,实现对医疗器械招标采购全过程的数字化管理.选取2023年7月至12月与2024年7月至12月首都医科大学附属北京世纪坛医院388项医疗器械招标采购数据,将2023年7月至12月医疗器械招标采购全流程管理平台应用前的175项采购数据设为应用前,2024年7月至12月平台应用后的213项采购数据设为应用后,对比平台应用前后招标采购成本的差异及平台使用满意度.结果:平台应用后医疗器械平均采购时间、每项招标人力成本和每项招标金额分别为(15.07±4.36)d、(56.99±12.77)元/(人·项)和(18.20±5.70)万元/项,均少于平台应用前,差异均有统计学意义(t=26.384、19.829、3.613,P<0.05).平台使用管理人员对平台应用后的整体使用感、功能设计合理性、技术支持和售后服务以及控制采购风险的满意情况占比均高于平台应用前,差异均有统计学意义(x2=13.372、11.882、12.000、23.282,P<0.05).结论:基于现代信息技术的医院医疗器械招标采购全流程管理平台的构建与应用,能够提高招标采购工作效率和透明度,有效控制招标采购成本,为医院可持续发展提供支持.
Objective:To construct a management platform based on modern information technique for whole process of bidding and procurement for medical devices of hospital,so as to improve transparency,efficiency and standardization of bidding and procurement for medical devices of hospital.Methods:Based on modern information technique,a management platform involving of whole process of multi modules of bidding and procurement for medical devices,which included management for suppliers,management for procurement projects,participation record of suppliers,and ledger of winning supplier,was designed and realized.Then,digital management for whole process of bidding and procurement for medical devices was realized through data integration and process optimization.The data of 388 items of bidding and procurement for medical devices during July and December 2023 and during July and December 2024 at Beijing Shijitan Hospital,Capital Medical University were selected.The procurement data of 175 items during July to December 2023 before the management platform involving whole process of bidding and procurement for medical devices was applied were set as pre-application group,and that of 213 items during July to December 2024 after the management platform was applied were set as post-application group.The costs of bidding and procurement,as well as the satisfaction of medical managers who used platform,before and after the platform was applied were compared.Results:The average time of procurement,labor cost of each bidding,and the amount of each bidding were respectively(15.07±4.36)d,(56.99±12.77)CNY/(person·item),and(18.20±5.70)million CNY/item after the platform was applied,all of which were less than those before the platform was applied,and the differences were significant(t=26.384,19.829,3.613,P<0.05).The proportions of medical managers,who used platform,for different satisfactions included overall experience of usage,rationality of function design,technical support and after-sales service,and control for risks in procurement after the platform was applied were all higher than those before the platform was applied,and the differences of them were significant(x2=13.372,11.882,12.000,23.282,P<0.05).Conclusion:The construction and application of the management platform based on modern information technique,which involves whole process of bidding and procurement for medical devices of hospital,can enhance the efficiency and transparency of the bidding and procurement,and effectively control costs of the bidding and procurement.It can provide strong support for sustainable development of hospital.
