智能化时代人才发展体系的范式危机与体系重构OA
The Paradigm Crisis and System Reconstruction of Talent Development System in the Intelligent Era
构建适应时代需求的人才发展体系,既是促进人才全面发展与价值实现的内在要求,也是深入实施新时代人才强国战略、以高水平人才供给支撑中国式现代化的关键举措.人工智能技术的迅猛发展和广泛应用,对形成于工业时代的人才发展体系产生了深刻影响.在智能化时代背景下,对传统人才发展体系进行系统性解构与战略性重构,已成为关乎国家竞争力、组织存续与个体发展的重大现实议题.文章基于库恩范式的理论视角,系统剖析人工智能在价值理念、知识体系、能力模型及组织模式4个维度给传统人才发展体系带来的结构性冲击,并在此基础上,构建了"价值理念—教育体系—组织管理—社会生态"四维一体理论框架,以期为智能化时代的人才发展体系重构提供理论支撑和路径参考,以人才高质量发展助力实现社会主义现代化.
Building a talent development system that adapts to the needs of the times is not only an inherent requirement for promoting the all-round development and value realization of talents,but also a key measure for thoroughly implementing the talent power strategy in the new era and supporting Chinese modernization with high-level talent supply.The rapid development and wide application of artificial intelligence technology have exerted a profound impact on the talent development system formed in the industrial era.In the context of the intelligent era,the systematic deconstruction and strategic reconstruction of the traditional talent development system have become a major practical issue related to national competitiveness,organizational survival and development,and individual development.Based on Kuhn's paradigm theory,this paper systematically analyzes the structural impact of artificial intelligence on the traditional talent development system from four dimensions:value concept,knowledge system,competency model,and organizational model.On this basis,it constructs a four-dimensional integrated theoretical framework of"value concept-education system-organizational management-social ecology",aiming to provide theoretical support and path reference for the reconstruction of the talent development system in the intelligent era,and help realize socialist modernization through the high-quality development of talents.
