With the rapid advancement of artificial intelligence technology,the application of robots in the public service sector has shown an increasingly extensive and in-depth development trend.This paper explores the challenges faced by the application of robot civil servants and future development strategies.In terms of challenges,there are core technical bottlenecks and data security and privacy protection issues at the technical level;incomplete legal norms and conflicts between decision-making and social ethics.and the impact on traditional positions and new requirements for human-robot collaboration capabilities at the civil servant level.To promote its development,strategies need to strengthen technological innovation and breakthroughs,increase investment in artificial intelligence research and development,and enhance the data security guarantee system;improve legal and ethical norms,formulate relevant laws and regulations,and establish ethical guidelines and supervision mechanisms;improve civil servants' human-robot communication capabilities,establish a new concept of human-robot collaboration,and strengthen artificial intelligence training.Despite facing multiple challenges,through the above measures,it is expected to apply efficient,intelligent,and fair robot civil servants,optimize government governance capabilities,and provide higher-quality public services.
