"双碳"目标下高标准农田建设的农业碳减排效应OA

Agricultural carbon emission reduction effect of high‑standard farmland construction under the"dual carbon"goals

在"双碳"目标下,农业系统固碳减排已成为实现绿色发展的关键.高标准农田建设是增强国家粮食安全保障能力的有力手段,也是降低农业碳排放的有效途径.该研究基于2014-2022年湖北省13个地级市(州)及3个省辖县级市(以下简称16个地级市)的农业碳排放及高标准农田建设面板数据,采用双向固定效应模型,探讨高标准农田建设的农业碳减排效应及其内在机制.研究结果表明:①湖北省16个地级市在农业碳减排上取得显著成效,各地级市的农业碳排放量呈下降趋势,其中部分地区的碳减排幅度达到20%.②基准回归结果显示,高标准农田建设对农业碳排放的抑制作用在1%的水平上显著,说明高标准农田建设能有效减少农业碳排放;在替换被解释变量、双边缩尾处理、滞后一期分析以及增加控制变量后,高标准农田建设的碳减排效应仍然显著.③通过中介效应分析发现,高标准农田建设能够对农资投入产生显著的负向影响,并能显著促进农业社会化服务的发展.同时,农业生产资料投入对农业碳排放的增量作用在1%的水平上显著,农业社会化服务对农业碳排放的减量作用在5%的水平上显著.说明降低农业生产资料投入以及促进农业社会化服务的持续发展是高标准农田建设抑制农业碳排放的内在机制.④通过异质性分析得出,高标准农田建设的碳减排效应在丘陵地区表现显著,而在平原地区不显著.此外,高标准农田建设规模越大,其农业碳减排效应越明显.基于研究结果,提出应通过构建高标准农田建设的长效机制,完善农业社会化服务技术支撑体系,实施区域差异化的高标准农田建设策略及制定农业碳减排财政补贴政策,从而持续促进农业碳减排.

Under the"dual carbon"goals,carbon sequestration and emission reduction in agricultural systems have become pivotal to achieving green development.High-standard farmland construction is a powerful means of enhancing China's national food security and an effective way to reduce agricultural carbon emissions.Based on panel data of agricultural carbon emissions and high-standard farm‐land construction in 13 prefecture-level cities(autonomous prefecture)and 3 county-level cities under provincial jurisdiction in Hubei Province(hereinafter referred to as the"16 prefecture-level cities")from 2014 to 2022,this study adopted a two-way fixed effects model to explore the agricultural carbon emission reduction effect of high-standard farmland construction and its underlying mechanisms.The results showed that:① The 16 prefecture-level cities of Hubei Province achieved significant results in agricultural carbon emission re‐duction,with agricultural carbon emissions having a downward trend and the reduction rate of some regions reaching 20%.② Bench‐mark regression results showed that the inhibitory effect of high-standard farmland construction on agricultural carbon emissions was significant at the 1%level,indicating that it effectively reduced agricultural carbon emissions.After replacing the explanatory vari‐ables,applying two-sided winsorization,conducting a one-period lag of analysis,and adding control variables,the carbon emission re‐duction effect of high-standard farmland construction remained significant.③ Mediation effect analysis revealed that high-standard farmland construction had a significant negative impact on agricultural inputs and significantly promoted the development of agricultur‐al socialization services.Meanwhile,the incremental effect of agricultural inputs on agricultural carbon emissions was significant at the 1%level,and the decremental effect of agricultural socialized services on agricultural carbon emissions was also significant at the 5%level.This indicated that reducing agricultural inputs and promoting the sustainable development of agricultural socialized services were the underlying mechanisms by which high-standard farmland construction suppressed agricultural carbon emissions.④ Heteroge‐neity analysis found that the carbon emission reduction effect of high-standard farmland construction was significant in hilly areas but not in plain areas.In addition,the larger the scale of high-standard farmland construction,the more pronounced its agricultural carbon emission reduction effect.Based on these findings,this study recommends establishing a long-term mechanism for high-standard farm‐land construction;enhancing the technical support system of agricultural socialized services;implementing regionally differentiated high-standard farmland construction strategies;and formulating financial subsidy policies for agricultural carbon emission reduction to sustain agricultural carbon emission cuts.
