碳排放权交易试点政策对城市碳公平的影响OA
Impact of carbon emissions trading pilot policy on urban carbon equity
自碳排放权交易试点政策实施以来,政策的减排效应、技术创新效应受到了广泛的关注,但鲜有研究从碳公平视角对政策效果进行讨论.探究如何实现城市间的碳公平以及代际间的碳公平对于实现可持续发展和实现"双碳"目标都具有重要的现实意义.为此,该研究基于Theil指数测算了2004-2022年中国284个地级及以上城市的碳公平指数,运用多期DID模型检验了碳排放权交易试点政策对试点城市碳公平以及代际碳公平的影响.研究结果如下:①2004-2022年,中国总体碳公平指数呈下降趋势,省级层面碳公平指数较大的省份不断由东向西、由沿海向内陆转移,市级层面碳公平指数的差距也在逐渐缩小;②相较于对照组,处理组的碳公平指数平均显著降低了0.019,表明碳排放权交易试点政策有利于促进试点城市碳公平;③机制分析表明,碳排放权交易试点政策的成本效应、创新效应和预期效应分别通过降低能源消费总量、提高低碳专利申请和授权数量、提高政府发文中绿色低碳词频率来促进试点城市碳公平;④进一步分析中,继续测算了各城市的代际碳公平指数,发现碳排放权交易试点政策也显著促进了试点城市的代际碳公平.因此,该研究提出,要借鉴试点经验完善全国碳市场,充分发挥政策的成本效应、创新效应和预期效应,要不断加强市场监管,加大创新投入和创新补贴力度,强化专利保护措施,加强绿色引导提升公众与企业环保意识.此外,必须坚持可持续发展理念,在保障当代经济发展的同时维护后代权益,努力实现代际碳公平,完成碳中和目标,构建城市低碳发展新格局.
Since the implementation of the carbon emissions trading pilot policy,its effects on emission reduction and technological in‐novation have received widespread attention;however,few studies have discussed the policy's impact from the perspective of carbon eq‐uity.Exploring how to achieve regional and intergenerational carbon equity is of great practical significance for attaining sustainable de‐velopment and the"dual carbon"goals.To this end,this study calculated the carbon equity indices of 284 prefecture-level cities and above in China from 2004 to 2022 based on the Theil Index and used a multi-period difference-in-differences(DID)model to test the impact of the carbon emissions trading pilot policy on regional carbon equity and intergenerational carbon equity in pilot cities.The re‐sults showed that:① During the study period,China's overall carbon equity indices showed a downward trend.At the provincial level,provinces with higher carbon equity indices shifted continuously from east to west and from coastal to inland areas,while the gap in car‐bon equity indices at the prefecture level was gradually narrowing.② Compared to the control group,carbon equity indices of the treat‐ment group decreased significantly by an average of 0.019,indicating that the carbon emissions trading pilot policy was conducive to promoting carbon equity in pilot cities.③ Mechanism analysis revealed that the cost effects,innovation effects,and expectation effects of the pilot policy promoted carbon equity in pilot cities by reducing total energy consumption,increasing the number of low-carbon pat‐ent applications and grants,and raising the frequency of green and low-carbon terminology in government documents,respectively.④ Further analysis,which involved calculating the intergenerational carbon equity indices for each city,demonstrated that the pilot car‐bon emissions trading policy significantly promoted intergenerational equity of carbon emissions in pilot cities.Based on these findings,this study proposes that China should draw on the pilot experience to improve the national carbon market and fully leverage the cost,in‐novation,and expectation effects of the policy.Specifically,it is necessary to continuously strengthen market supervision,increase in‐vestment in innovation and subsidies,reinforce patent protection measures,and enhance green guidance to raise environmental aware‐ness among the public and enterprises.Furthermore,adherence to the concept of sustainable development is essential;the rights and in‐terests of future generations must be safeguarded while ensuring contemporary economic development to achieve intergenerational car‐bon equity,fulfill the carbon neutrality goal,and construct a new pattern of urban low-carbon development.
