生命周期视角下全球主要经济体动力电池管理政策对比:启示与借鉴OA
A comparative analysis of power battery management policies in major global economies from a life cycle perspective:insights and inspirations
动力电池作为全球绿色化转型的关键技术,已成为各主要经济体可持续管理的重点领域.深入剖析全球主要经济体的动力电池管理政策,分析相关政策对中国的潜在影响,对于推动中国动力电池产业的可持续发展具有重要意义.该研究构建了基于生命周期的政策分析框架,系统梳理了1990-2024年中国、欧盟、美国和日本等全球主要经济体的动力电池管理政策,重点刻画了中国和欧盟动力电池管理政策的全景图,揭示了动力电池管理政策的时序演进脉络,对比分析了其监管阶段与指标要求,揭示了欧盟电池法的演进特征及相关政策影响.研究表明:全球主要经济体动力电池管理政策在法规数量、监管范围和实施力度上存在显著差异,反映了各自产业策略和环境政策的多样性.具体而言,中国动力电池管理政策数量较多,侧重于产业链中下游且规制强度偏低;欧盟以《电池与废电池法规》为核心,构建了覆盖动力电池全生命周期的政策管理体系且影响力深远;美国和日本目前缺乏对动力电池的直接管理框架.此外,欧盟电池法不断演进,碳足迹的监管边界持续扩大,逐步实现了从"摇篮"到"坟墓"、再到"摇篮"的全生命周期监管.基于以上研究,中国应积极应对动力电池碳足迹、循环经济和电池数字护照等方面的挑战,同时把握机遇,加速推动中国品牌向具有全球竞争力的国际品牌转型.为此,建议应从加快建立动力电池碳足迹标准及数据平台、扩大动力电池监管边界、引领国际动力电池管理规则制定、提升中国自主品牌海外竞争力等方面着手,促进中国动力电池产业的可持续发展.
As a key technology for global green transformation,power batteries have become a focal area for sustainable management in major economies.An in-depth analysis of power battery management policies in major global economies,as well as their potential im‐pact on China,is crucial for promoting the sustainable development of China's power battery industry.This study constructed a life cy‐cle-based policy analysis framework to systematically review the power battery management policies of major global economies,includ‐ing China,the European Union(EU),the United States,and Japan,from 1990 to 2024.It focused on revealing the panoramic view of China-EU power battery management policies,depicted the chronological change of power battery management policies,compared the regulatory stages and indicators of battery management policies,and revealed the evolutionary characteristics and related policy im‐pacts of the EU's battery regulations.The results showed that there were significant differences in the number of regulations,scope of supervision,and enforcement intensity of power battery management policies among major global economies,reflecting the diversity of their industrial strategies and environmental policies.Specifically,China had a considerable number of policies focusing on the mid‐stream and downstream of the industrial chain with lower regulatory intensity.Furthermore,the EU established a comprehensive life cy‐cle-based policy management system for power batteries,centered on the Regulation on Batteries and Waste Batteries,which exerted a profound influence on the industry.In contrast,the United States and Japan still lacked direct management over power batteries.Addi‐tionally,the EU battery regulations had been continuously evolving,with the regulatory boundary of carbon footprint expanding,gradual‐ly achieving full life cycle supervision from"cradle"to"grave"and back to"cradle."Based on the above research,China should ac‐tively address challenges in areas such as the carbon footprint of power batteries,the circular economy,and battery digital passports,while seizing opportunities to accelerate the transformation of Chinese brands into globally competitive international brands.To this end,the study suggests that efforts should be directed towards accelerating the establishment of carbon footprint standards and data plat‐forms for power batteries,expanding the regulatory scope of power batteries,leading the formulation of international management rules for power batteries,and enhancing the overseas competitiveness of Chinese brands to promote the sustainable development of China's power battery industry.
