全民所有自然资源资产全面清查与专项清查协同模式探讨OACHSSCD

The inventory of natural resource assets owned by the whole people is a fundamental task serving the management of natural resource assets owned by the whole people and the preservation and appreciation of local state-owned assets.Starting from revealing the connotations,characteristics and relationships of comprehensive inventory and special inventory,and combining the practical work of inventory in Guangdong Province,this article analyzes the existing working dilemma and innovatively proposes the collaborative implementation framework of comprehensive inventory and special inventory and the"five-in-one"collaborative implementation path of inventories.The research shows that the comprehensive inventory focuses on breadth which is an important foundation for understanding the inventory of natural resource assets.The focus of special inventory lies in depth,which is a crucial step to meet management demands such as asset revitalization and rights protection against asset infringement.The comprehensive and special inventories should be carried out in a coordinated manner and complement each other in terms of work objects,work cycles,technical standards,work achievements,and work organization etc.,so as to meet the macro-level management and decision-making needs of natural resource assets owned by the whole people and the micro-level demands of various rights holders of state-owned assets for revitalization and utilization.
