文章以深圳作为案例地区,梳理工业用地实施提容开发多元主体协同的三种典型模式及关键调控策略.研究发现,工业用地实施提容开发,必须以空间使用效益为先,兼顾不同企业的用地需求,同时需要明晰政府主体、企业用地主体、房地产开发实施主体、产业运营主体等多元主体的合力作用机制.为促进工业用地实施提容开发,需要考虑多元主体在工业用地利用管理不同阶段的诉求,对工业用地提容开发的运行机制和关键政策进行精细设计,推动工业用地提容开发实现多目标均衡.

Taking Shenzhen as a case study area,this paper reviews three typical models of multi-subject collaboration in the intensified development of industrial land and key regulatory strategies.The study finds that intensified development of industrial land must prioritize spatial efficiency,addressing the diverse land use demands of different enterprises.At the same time,it is necessary to clarify the synergistic roles of various subjects,including the government,industrial landholding enterprises,real estate developers,and industrial operators.To promote intensified development of industrial land,it is necessary to account for the demands of multiple subjects at different stages of industrial land use and management,carefully design the operational mechanisms and key policies for intensified development to achieve a balanced set of objectives of intensified development of industrial land.
