Thoughts and Suggestions on Improving the Unified Urban and Rural Construction Land Market
完善城乡统一建设用地市场,是建设全国统一大市场的重要内容之一."十四五"期间,我国建设用地市场建设虽取得显著成效,但在实施落地过程中仍存在诸多问题与挑战.究其根源,主要受宏观经济下行、疫情冲击及人口老龄化等因素影响,导致市场运行面临交易规模下降、结构调整压力加大以及改革推进受阻等问题.同时,低效用地再开发、城市更新、农村集体经营性建设用地入市等领域潜力巨大,但在权属界定、收益分配、制度供给和部门协同等方面仍存在难点.未来应以深化对城乡统一建设用地市场建设重要性、复杂性和艰巨性的认识为导向,以完善城乡统一建设用地市场体系的顶层设计为基础,着力从优化住宅用地结构性配置、加强工业用地全过程管理、推进农村集体经营性建设用地入市、健全低效用地再开发机制、完善建设用地二级市场建设等方面着手,加强一二级市场联动,进而促进土地资源高效配置,支撑经济社会高质量发展.
Improving the unified urban and rural construction land market is an important part of building a unified national market.During the"14th Five-Year Plan"period,although significant achievements have been made in the development of the construction land market in China,there are still many problems and challenges in its implementation.The root causes mainly lie in the impact of macroeconomic downturn,the shock of the COVID-19 epidemic,and population aging,which have led to problems such as a decline in transaction scale,increased pressure on structural adjustment,and obstacles to the advancement of reforms.At the same time,there is huge potential in areas such as the redevelopment of low-efficiency land,urban renewal,and the entry of rural collective business land into the market,but there are still difficulties in aspects such as rights definition,revenue distribution,institutional supply,and departmental coordination.In the future,efforts should be made to deepen the understanding of the importance,complexity,and arduousness of the development of the unified urban and rural construction land market,and take the improvement of the top-level design of the unified urban and rural construction land market system as the foundation.We should focus on optimizing the structural allocation of residential land,strengthening the full-process management of industrial land,promoting the entry of rural collective business land into the market,improving the mechanism for the redevelopment of low-efficiency land,and improving the construction of the secondary construction land market,strengthening the linkage between the primary and secondary markets,so as to promote the efficient allocation of land resources,and support high-quality economic and social development.
