Biosecurity Governance in the Age of Artificial Intelligence:Dilemmas and Pathways

人工智能时代的生物安全形势复杂、风险叠加,不确定性与不可预测性增强,军事生物科技的发展对全球战略稳定构成威胁,灾难性生物安全风险防控成为全球性挑战.人工智能时代的生物安全治理困境体现为生物安全治理碎片化、全球治理的制度困境、大国战略竞争推动军备竞赛、生物技术发展带来诸多伦理问题.技术的发展为生物安全风险预警、防控和应对提供了新的机遇,技术创新、产学研合作、国际规范制定和多边生物防御体系建设可以更好地推进人工智能时代的生物安全治理.中国应探索在敏捷治理框架下推进全球生物安全治理,在规避风险的同时确保技术创新推动社会进步,在强化应急响应机制的同时筑牢跨国生物安全防御体系,推进多层次全球治理制度建设,确保多元行为主体参与,构建人工智能伦理规范和"软法""硬法"相结合的法律体系,为深化全球生物安全治理贡献中国智慧和中国方案.

The complex systemic risks of biosecurity in the AI era have compounded,increasing risk uncertainty and unpredictability.The development of military biotechnology poses a threat to global strategic stability,making the prevention and control of catastrophic biosecurity risks a global challenge.The governance dilemmas of biosecurity in the AI era manifest as fragmented biosecurity governance,institutional constraints in global governance,strategic competition among major powers fueling an arms race,and numerous ethical issues arising from biotechnology development.Technological advancements offer new opportunities for biosecurity risk early warning,prevention,control,and response.Technological innovation,industry-academia-research collaboration,international norm-setting,and the establishment of multilateral biosecurity defense systems can better advance biosecurity governance in the AI era.China should explore advancing global biosecurity governance within an agile governance framework.This approach would ensure technological innovation drives social progress while mitigating risks,strengthen emergency response mechanisms while fortifying transnational biosecurity defense systems,and promote multi-tiered global governance institutions.It would guarantee participation from diverse stakeholders,establish AI ethical norms,and build a legal system integrating"soft law"and"hard law"to contribute Chinese wisdom and solutions for deepening global biosecurity governance.
