[Purpose]A new form of digital hegemony—non-interventionist intelligence control—has become increasingly prominent.This study focuses on its progressive control mechanism formed through remote sensing,chain translation,and principlization,and exam-ines how covert power expansion is achieved via technological autonomization.It further proposes a comprehensive governance framework to address the erosion this mechanism poses to national sovereignty and the security of global governance.[Method]Integrating theories of digital power with a critical political analysis of technology,this study employs model-based analysis and case validation to examine the technical implementation pathways of remote sensing,data chain translation,and four principlization mechanisms,as well as the underly-ing logic of power reconfiguration.[Result/Conclusion]Non-interventionist intelligence control combines data appropriation,cognitive decoding,and system autonomization,enabling an upgrade of power from physical penetration to cognitive manipulation.It systematically reshapes the rules and boundaries of international competition.To respond to this emerging mode of intelligence control,a four-dimen-sional defensive system should be established—integrating technological countermeasures,legal sovereignty,alliance-based governance,and resilience building—to safeguard agency and a pluralistic governance order in the digital era.
