银龄教师西部支援计划的效能释放机制激活与优化OACHSSCD
Activating and Optimizing the Effectiveness Mechanisms of the Support Western Plan of Silver-Age Teachers in Higher Education Institutions
高校银龄教师西部支援计划是国家推动区域教育均衡、激活退休教师人才资源、助力西部教育高质量发展的重要举措.以西部M高校为研究对象,通过对 10 位银龄教师及 10 名受援高校师生的深度访谈,结合扎根理论三级编码分析,揭示银龄教师在支援过程中呈现的效能释放机制.研究发现,银龄教师在师德师风传承、学术能力引领、学科战略指导等方面发挥了显著效能,但在实践中仍面临服务期限短期化制约长效作用、政策理解表面化导致定位偏差、政策落实被动化引发供需错配、人本关怀不足影响支援持续性的现实挑战.基于此,提出了构建阶梯式服务期制度、深化政策价值认知、搭建精准供需匹配体系、完善适老化保障体系等优化路径,以期破解效能释放障碍,充分发挥银龄教师在西部高等教育发展中的独特价值,为新时代教育帮扶与人力资源开发提供实践参考.
The support western plan of silver-age teachers in higher education institutions is a key national initiative aimed at promoting balanced re-gional development in higher education,mobilizing the expertise of retired faculty,and advancing high-quality educational development in western China.Taking University M in western China as a case study,this study conducted in-depth interviews with ten silver-age teachers and ten faculty members and students from the recipient institution.By employing the three-level coding analysis of grounded theory,the study explores the efficacy mechanisms dem-onstrated by silver-age teachers during the support process.The findings indicate that silver-age teachers play a significant role in transmitting professional ethics,providing academic leadership,and offering strategic guidance for disciplinary development.However,their long-term impact is constrained by several practical challenges,including short service terms that limit sustained effectiveness,superficial understanding of policy objectives leading to role misalignment,passive policy implementation resulting in supply-demand mismatches,and insufficient human-centered support that weakens the continui-ty of assistance.In response,the study proposes a series of optimization paths,such as establishing a tiered service-term system,deepening understanding of policy values,developing a precise supply-demand matching mechanism,and improving age-friendly support systems.These measures are intended to remove barriers to effectiveness,fully leverage the unique value of silver-age teachers in the development of higher education in western China,and pro-vide practical references for educational assistance initiatives and human resource development in the new era.
