锂电池和超级电容混合储能助力自动发电控制调频技术OA

火电机组参与自动发电控制(AGC)调频是维持电网频率安全的根本,需要对其进行考核.目前,火电机组存在AGC调频不合格率较高的问题,面临严重的考核压力.针对这一问题,开展火储联合参与AGC调频的研究,设计联合调频控制策略使火电机组运行满足考核要求.本文结合我国能源局各区域监管局颁布的"两个细则",介绍混合储能特性,分析火电机组 AGC 调频考核要求的实质;以满足考核要求为目标,提出一种火电机组配置快速响应储能的火储联合AGC调频方案和控制策略,探讨混合储能与锂电池间的响应配合方式.算例分析表明,实施所提控制策略后,可以大大提高火电机组参与AGC调频的综合性能指标,不同的响应配合方式使混合储能与锂电池的使用寿命不同.

The participation of thermal power units in automatic generation control(AGC)frequency regulation is fundamental to maintaining the frequency safety of the power grid and requires assessment.Currently,thermal power units have a relatively high rate of AGC frequency regulation non-compliance,facing severe assessment pressure.In response to this issue,research on the joint participation of thermal power units and energy storage in AGC frequency regulation is conducted,and a joint frequency regulation control strategy is designed to ensure that the operation of thermal power units meets the assessment requirements.This paper,in combination with the Two Detailed Rules issued by the regional regulatory bureaus of the National Energy Administration,introduces the characteristics of hybrid energy storage and analyzes the essence of the assessment requirements for AGC frequency regulation of thermal power units.With the goal of meeting the assessment requirements,a joint AGC frequency regulation scheme and a control strategy for thermal power units equipped with fast-response energy storage are proposed,besides,the response and coordination mode between hybrid energy storage and lithium batteries is discussed.The case study shows that by implementing this control strategy,the comprehensive performance index of AGC frequency regulation of thermal power units can be significantly improved.Besides,the response and coordination methods between different hybrid energy storage and lithium batteries lead to different service lives of each.
