双向赋能:新质生产力与高等教育的协同发展研究OA

Two-Way Empowerment:A Study on the Synergistic Development of New-Quality Productive Forces and Higher Education

新质生产力作为以科技创新为核心、以"新产业、新业态、新模式"为载体的先进生产力形态,对于培养创新人才、推动教育发展与科技进步具有重要时代意义.高等教育在塑造新质生产力中发挥着不可或缺的作用,为新质生产力的形成与发展提供有力支撑,两者存在深度耦合的协同关系.然而,当前新质生产力与高等教育协同发展面临着发展需求与育人目标、产业结构与学科结构、区域发展与资源配置适配性不足和能力要求与人才供给、产业应用与成果转化、政策保障与协同机制转化性不畅的困境.针对面临的现实困境,应当完善政策保障体系、坚持供需匹配导向、畅通成果转化链条、深化产教融合生态,实现新质生产力与高等教育的双向赋能,为经济高质量发展与教育现代化提供双重坚实支撑.

As an advanced form of productive forces anchored in scientific and technological innovation and embodied through"new industries,new business forms,and new models,"New-Quality Productive Forces hold profound contemporary significance for cultivating innovative talents,promoting educational development,and advancing scientific and technological progress.Higher education plays an indispensa-ble role in shaping New-Quality Productive Forces by providing sustained intellectual and institutional support for their formation and development,thereby constituting a deeply coupled and mutually reinfor-cing relationship between the two.However,the current synergistic development of New-Quality Pro-ductive Forces and higher education is confronted with structural dilemmas characterized by inadequate adaptability and limited transformability across multiple dimensions.Inadequate adaptability is manifes-ted in three interrelated aspects:the mismatch between development needs and talent cultivation objec-tives,the misalignment between industrial structures and disciplinary configurations,and structural im-balances between regional development and resource allocation.Limited transformability is further re-flected in three dimensions:the gap between capability requirements and talent supply,the disjunction between industrial application and the transformation of research outcomes,and the incompatibility be-tween policy support frameworks and collaborative mechanisms.In response to these practical dilem-mas,concerted efforts should be made to strengthen policy support systems,adhere to a demand-supply alignment orientation,streamline research outcome transformation chains,and deepen the industry-edu-cation integration ecosystem,thereby realizing two-way empowerment between New-Quality Productive Forces and higher education and providing robust dual support for high-quality economic development and educational modernization.
