基于多尺度综合区划的辽宁省自然资源动态演变特征研究OA
Dynamic Evolution of Natural Resources in Liaoning Province Based on Multi-scale Comprehensive Zoning
本研究基于多源地理空间数据与 GIS 技术,对辽宁省开展自然资源综合区划,系统分析其 2000-2020 年间资源时空变化与驱动机制,旨在为省域国土空间治理和资源优化配置提供依据.通过构建涵盖环境地理、自然资源与功能适宜性的三级评价指标体系,将辽宁省划分为 3 个一级区、27 个二级亚区和 108个三级功能区.研究结果表明,全区林地面积净增 8 420 km²(+11.8%),耕地减少 6 350 km²(-15.5%),建设用地扩张 4 180 km²(+62.3%),并识别出辽东"林增耕降"、辽中"耕增林降"、辽西"林耕稳定"三类典型变化区域.自然资源演变受政策调控、社会经济、自然本底和区域战略共同驱动,呈现明显的区域适应性与功能协同特征.基于区划结果,提出辽东强化生态保育与水源涵养、辽中保障农业安全与黑土保护、辽西推动草牧业与生态转型的分区治理路径,建议构建"天—空—地"一体化监测网络和"监测—评估—管控—优化"治理闭环,以提升辽宁省自然资源精细化管理和空间治理效能,为实现区域高质量发展与生态文明建设提供系统解决方案和实践参考.
This study utilized multi-source geospatial data and GIS technology to conduct comprehensive natural resource zoning in Liaoning Province.Spatiotemporal changes and driving mechanisms from 2000 to 2020 were systematically analyzed,to provide a basis for provincial territorial governance and optimal resource allocation.A three-level evaluation index system covering environmental geography,natural resources,and functional suitability was established by dividing Liaoning Province into three primary zones,27 secondary subzones,and 108 tertiary functional zones.The study showed a net increase of 8 420 km²(+11.8%)in forestland area,a decrease of 6 350 km²(-15.5%)in arable land,and a 4 180 km2 expansion in construction land.Three typical transformation zones were identified:forest expansion and farmland reduction in eastern Liaoning,farmland expansion and forest reduction in central Liaoning,and stable forestry and farming in western Liaoning.Natural resource evolution is driven by policy regulations,socioeconomic factors,natural endowments,and regional strategies,exhibiting distinct regional adaptability and functional synergy.Based on the zoning results,this study proposes the following zonal governance approaches:strengthening ecological conservation and water source protection in eastern Liaoning,ensuring agricultural security and black soil preservation in central Liaoning,and promoting grassland pastoralism and ecological transformation in western Liaoning.It suggests establishing an integrated sky-air-ground monitoring network and a closed-loop governance system of monitoring-evaluation-control-optimization to enhance refined natural resource management and spatial governance efficiency in Liaoning Province.These recommendations provide systematic solutions and practical references for achieving high-quality regional development and ecological civilization construction.
