乡村技能权威人才的能力结构模型与培育路径OA

Rural skilled authoritative talents play a crucial role in comprehensively advancing rural revitalization.To address the challenges in identifying and cultivating such talent,a multi-case mixed study of 17 rural revitalization demonstration villages was conducted,resulting in a capability structure model for rural skilled authoritative talents comprising five dimensions-local authority,economic authority,technical authority,resource authority,and moral authority-and 15 constituent elements.For rural skilled authoritative talents,the local authority establishes the social foundation;the economic authority provides the internal driving force for development;the technical authority is the core element;the resource authority strengthens development conditions;and the moral authority serves as an invisible support.This model features a gear transmission interaction mechanism:technical authority acts as the central driving force,economic and resource authorities form the transmission gears,while local authority and moral authority provide meshing support,collectively achieving the value chain of technology empowerment-industrial activation-rural development.The cultivation of rural skilled authoritative talents should involve establishing diversified identification mechanisms to select potential successors;building precise training systems to enhance their capabilities and qualities;and implementing comprehensive support plans to activate their leadership roles.
