To build a skilled society and address the structural contradictions between the supply and demand for skilled talent,it is imperative to forge a synergistic force for the development of fast and effective vocational skills training and systematic technical education.Their coordination is not merely simple addition but rather aims to construct an ecosystem capable of responding to dynamic industrial changes and facilitating skill iteration and upgrading.Analyzed through Complex Adaptive Systems(CAS)theory,the vocational skills training and technical education coordinated system exhibits characteristics such as the aggregation of multiple actors under tag guidance,the cycling of multi-element flows,the adaptation of heterogeneous internal models,and the recombination of basic building blocks.Currently,the coordinated development is constrained by key factors,including fundamental contradictions in their internal models,rigid institutional and management segmentation,a lack of mutual recognition in the tagging system,and interface mismatches in the building block system.These factors lead to coordination that is fragmented without cohesion,circulating without flow,and combined without depth.Therefore,the coordinated development of vocational skills training and technical education requires a strategic reconstruction of the system's rules.This involves following the laws of system evolution by constructing a meta-mission and a collaborative fitness function,establishing information hubs and resource pools,creating universal tags and circulation currency,and developing interface protocols and recombination platforms.Crucially,it necessitates promoting the institutional transformation and upgrading of qualified institutions into vocational training college.
