Against the backdrop of the macro vision for the coordinated development of education,science and technology,and talent,the model of cluster cultivation of highly skilled talent—as a systematic solution for restructuring the logic of vocational education—is driving the transformation of talent development from a fragmented combination of elements toward deep integration with industry.At the objective level,a multidisciplinary competency orientation should be strengthened;talent development goals should be generated within a multi-stakeholder governance framework involving government,industry,enterprises,and vocational colleges,clearly defining a competency structure interwoven with knowledge,skills,methodologies,and values.At the curriculum level,a curriculum development mechanism should be established around the integration between industry and education.Corporate technical standards,production processes,and typical work tasks should be translated into course content,while digital technologies should be leveraged to refine the curriculum operation system,thereby forming a knowledge system that serves industrialization.At the instructional level,teaching organizations should be reinforced through action-oriented task-chain learning,and practical pathways should be expanded by combining virtual simulation environments with real-world scenarios to create immersive classroom models.At the faculty level,the expertise of technical specialists from leading enterprises,high-level vocational college teachers,and authoritative experts from industry organizations should be integrated to establish a three-in-one faculty team structure,achieving capacity enhancement through collaborative development.At the quality level,industry-benchmarked criteria for quality assessment should be established,and a data-driven quality feedback closed-loop system should be refined to ensure that talent development quality exhibits characteristics of dynamic governance.These five practical strategies are interconnected,collectively outlining the comprehensive pathway for the cluster cultivation of highly skilled talent—from concept to implementation,oriented towards building a leading country.
