数智时代北京水务数据管理:演进、挑战与对策OA
Beijing water resources data management in the digital intelligence era:evolution,challenges and countermeasures
在数智化技术飞速发展和政务数字化智能化不断提升的背景下,如何构建数据管理体系是数字政府转型的焦点.通过国内外文献调研,系统梳理北京水务数据管理工作,概括总结了数据管理模式的演进历程,分析了当前形势下数据管理存在数据壁垒、数据质量不高及应用场景挖掘不够等挑战,提出了规划引领完善智慧水务数据管理机制、强化数智技术打造数据治理体系、融合数据需求深入挖掘水务应用场景、加强水务和数据管理复合型人才培养等方面的建议.研究成果对构建适应数智化时代的智慧水务数据管理体系具有一定的借鉴作用.
Against the backdrop of rapid advancements in digital and intelligent technologies and the continuous enhancement of digitalization and intellectualization of government affairs,how to establish a data management system has become a focal point in the transformation of digital government.Through an extensive review of domestic and international literature,this paper systematically sorted out the water resources data management work in Beijing.It summarized the evolution process of the data management model.Furthermore,the study analyzed the current challenges in data management such as data silos,low data quality,and insufficient exploration of application scenarios.Targeted recommendations were put forward including improving the smart water data management mechanism under planning guidance,strengthening digital and intelligent technologies to build a data governance system,integrating data needs to deeply explore water-related application scenarios,and enhancing the cultivation of interdisciplinary talents in water resources and data management.The research findings provide certain reference value for constructing a smart water data management system adaptable to the digital and intelligent erat.
