[Purpose/Significance]The first batch of consulting projects organized and implemented by the Division of Technological Sciences of the Chinese Academy of Sciences in 1980s is an important turning point in the evolution of the Academic Divisions of the Chinese Academy of Sciences(CASAD)to a"think tank of science and technology"in the modern sense.This paper makes a historical study on it,with a view to providing historical cases and experience for objectively understanding the CASAD as a national think tank of science and technology and discussing theoretical issues related to think tanks.[Method/Process]On the basis of excavating the historical archives,this paper combs the historical process of the first batch of consulting projects of CASAD in detail,and analyzes their characteristics and impacts.[Result/Conclusion]Compared with before,the first batch of CASAD consulting projects are more in line with the characteristics of modern science and technology think tanks in terms of working mode and influence on decision-making.The consulting reports have had a positive impact on national reform and development,and the organizational form of consulting research has a far-reaching impact.The full judgment of the selected topics still has enlightenment significance for the current Chinese Academy of Sciences to carry out the construction of national high-end science and technology think tanks.
