黄河流域粮食—生态—能源安全的协调发展差异及障碍因素分析OACHSSCD
DIFFERENCES AND OBSTACLES TO THE COORDINATED DEVELOPMENT OF FOOD-ECOLOGY-ENERGY SECURITY IN THE YELLOW RIVER BASIN
[目的]合理评估分析黄河流域粮食安全、生态安全和能源安全发展水平的耦合协调关系、地区差异及障碍因素,为黄河流域安全系统的协调发展提供对策建议.[方法]文章基于耦合协调模型、Dagum基尼系数和障碍度模型,分析2010-2021年黄河流域粮食—生态—能源安全综合发展水平、耦合协调关系、区域差异及障碍因素.[结果](1)黄河流域粮食—生态—能源安全系统综合发展水平呈平稳上升趋势,空间上表现为中游、下游高而上游低.粮食安全、能源安全发展水平高且分别呈平稳上升、波动下降趋势,生态安全发展水平相对较低且呈波动上升趋势.(2)黄河流域粮食—生态—能源安全系统耦合协调度在时间趋势上呈平稳上升趋势,空间上表现为中游、下游高,上游低.耦合协调类型集中于濒临失调、勉强协调和初级协调型,多数中、下游省份实现耦合协调等级跨越,少数上游省份未实现耦合协调等级跨越,但其耦合协调度亦呈上升趋势.(3)黄河流域粮食—生态—能源安全系统综合发展水平差异呈先增大后缩小过程,差异主要来源于地区间和地区内.地区内差异表现为上游>下游>中游,地区间差异表现为上游分别与中、下游的差异较大.子系统中,生态安全发展水平差异最小,粮食安全、生态安全发展水平差异呈下降趋势,能源安全发展水平差异呈上升趋势.(4)障碍因素分析显示,主要障碍因素来自生态安全准则层,居民人均可支配收入等指标的障碍作用逐渐减弱,工业废气污染治理投资是长期主要障碍因素,工业废水污染治理投资等障碍因素出现频次较高.[结论]稳定粮食供给、加强生态保护和优化能源供给结构,是提升黄河流域粮食—生态—能源安全耦合协调关系、促进黄河流域粮食—生态—能源协同发展的有效途径.
This research aims to rationally assess and analyse the coupling and coordinated relationships,regional differences and obstacles to the level of development of food security,ecological security and energy security in the Yellow River Basin.Based on the coupling coordination model,Dagum-Gini coefficient and the obstacle degree model,this research analyzed the level of integrated development of food-ecology-energy security,the coupling coordination relationship,regional differences and obstacle factors in the Yellow River Basin from 2010 to 2021.The results showed:(1)The integrated development level of the food-ecology-energy security system in the Yellow River Basin showed a steady upward trend,with a spatial distribution characterized by higher levels in the middle and lower reaches and lower level in the upper reaches.The development levels of food security and energy security were relatively high,showing a steady upward trend and a fluctuating downward trend respectively,while the development level of ecological security was relatively low and presented a fluctuating upward trend.(2)The coupling coordination degree of the food-ecology-energy security system in the Yellow River Basin showed a steady upward trend in time,with spatially higher coordination in the middle and lower reaches and lower coordination in the upper reaches.The types of coupling coordination were mainly concentrated in three levels:approaching imbalance,barely coordinated and initially coordinated.Most provinces in the middle and lower reaches have achieved a leap in the coupling coordination level over time,while a small number of provinces in the upper reaches have not,but their coupling coordination degree still showed an upward trend.(3)The difference in the integrated development level of the food-ecology-energy security system in the Yellow River Basin showed an upward and then a downward trend,and the difference mainly came from inter-regional and intra-regional differences.The intra-regional differences followed the order of upper reaches>lower reaches>middle reaches,and the inter-regional differences were manifested in the relatively large differences between the upper reaches and the middle reaches and lowerreaches respectively.Among the subsystems,the difference in ecological security development level was the smallest;the differences in food security and ecological security development levels were on the decline,while the difference in energy security development level was rising.(4)The analysis of obstacle factors indicated that the main obstacles came from the ecological security criterion layer.The obstacle effects of indicators such as per capita disposable income of residents has gradually weakened.Investment in industrial waste gas pollution control has been the primary long-term obstacle factor.Indicators like investment in industrial wastewater pollution control had a high frequency of being identified as obstacles.In summary,stabilizing food supply,strengthening ecological protection and optimising energy supply structure are effective ways to enhance the food-ecology-energy security coupling coordination relationship and promote the synergistic development of food-ecology-energy in the Yellow River Basin.
