基于PMC指数模型的教育数字化政策量化评价OA
Quantitative Evaluation of Educational Digitization Policies Based on the PMC Index Model
为量化教育数字化政策、科学评估其优劣并指导政策优化,文章以中国各省教育数字化政策文本为对象,采用定性研究与定量研究相结合的方法,运用词频分析、聚类分析、文本挖掘及扎根理论开展文本量化研究,并构建PMC指数模型评价指标体系进行政策评价.从维度分布、评级划分、区域内及区域间对比等方面分析的结果显示,我国教育数字化政策优势与短板并存:优势在于政策工具运用成熟、跨部门协同治理初步建立、核心要素覆盖全面;短板体现在政策诊断能力弱、区域适配性不足、协同性差、客体覆盖窄、执行保障欠缺.据此,文章提出巩固优势、补足短板的优化路径,为区域政策完善、跨区域经验借鉴及国家教育数字化高质量发展提供决策参考与理论支撑.
To quantify education digitalization policies,scientifically assess their strengths and weaknesses,and guide policy refinement,this paper took provincial education digitalization policy texts in China as research objects,adopted a combination of qualitative and quantitative methods,conducted quantitative text research through word frequency analysis,cluster analysis,text mining,and grounded theory,and constructed a policy modeling consistency(PMC)index model for policy evaluation.The results of analysis from aspects such as dimension distribution,rating classification,intra-and inter-regional comparisons revealed that China's educational digitalization policies had both merits and demerits.The advantages lay in mature application of policy tools,initial cross-departmental collaborative governance,and comprehensive coverage of core elements.The shortcomings included weak policy diagnosis ability,insufficient regional adaptability,poor coordination,narrow coverage of policy objects,and lack of implementation guarantees.Accordingly,this paper proposed optimization paths to consolidate advantages and remedy shortcomings,providing decision-making references and theoretical support for improving regional policies,cross-regional experience exchange,and high-quality development of national education digitalization.
