公立医院思政工作"四维赋能"模式的构建与实践OA
Construction and practice of the"four-dimensional empowerment"model in ideological and political work in public hospitals
基于公立医院高质量发展背景下思政工作与业务融合的现实难题,以汕头市中心医院为案例,采用案例研究法与参与式观察,深入剖析其构建的"思想铸魂、组织强基、宣传聚力、群团联动"四维赋能模式.运用党建查房、满意度调查、绩效监测等多元数据验证发现,该模式通过构建"思想领航-业务赋能"闭环、打造"品牌矩阵-特色实践"生态、形成"典型示范-价值转化"机制、深化"情感共鸣-利益关切"联动,推动理论武装向实践动能转化、党建品牌向核心竞争力跃升、先进典型向组织效能辐射以及职工归属感向发展内驱力激发.其创新性在于系统整合目标导向、过程控制与效能评价,为公立医院探索思政工作引领治理现代化提供了"赋能型"实践路径,对深化医疗领域党建与业务融合具有一定理论启示和实践推广价值.
In light of the practical challenges in the integration of ideological education and business operations under the context of high-quality development of public hospitals,taking Shantou Central Hospital as an example,this study employs case research methods and participatory observation to deeply analyze the"four-dimensional empowerment model"of"ideological cul-tivation,organizational foundation strengthening,publicity and cohesion,and group and mass linkage"that the hospital has es-tablished.Through the use of various data such as party building rounds,satisfaction surveys,and performance monitoring,it was found that this model,by constructing a"ideological leadership-business empowerment"closed loop,creating a"brand matrix-characteristic practice"ecosystem,forming a"typical demonstration-value transformation"mechanism,and deepening"emotion-al resonance-interest concern"linkage,promotes the transformation of theoretical armament into practical momentum,elevates the party building brand to core competitiveness,radiates advanced role models to organizational effectiveness,and stimulates the sense of belonging among staff to the development-driven force.Its innovation lies in systematically integrating goal orientation,process control,and performance evaluation,providing an"empowering"practical path for public hospitals to explore the leader-ship of ideological education in the modernization of governance.It also has certain theoretical enlightenment and practical promo-tion value for deepening the integration of party building and business in the medical field.
