Two decades of development in eco-hydraulic engineering
自董哲仁2003年提出生态水工学理论框架以来,我国在生态水工学相关研究和实践方面取得了重大进展,基本形成了完整的学科体系.本文从发展历程、理论体系与技术方法、实践应用三个方面,系统总结了二十多年来生态水工学的主要进展,梳理了其由初期阶段到日臻完善的发展脉络.生态水工学开创了"工程-生态"交叉融合研究的新范式,形成了理论框架-模型方法-基本准则-技术工具-管理平台的完整方法论体系,构建了水利水电工程生态影响机理分析模型,形成了水生态系统全要素、多尺度调查评价方法,构建了矩阵式河流生态状况分级系统,建立了水生态修复规划设计准则及技术体系,研制了河流廊道立体式、自然化生态修复工具箱,提出了兼顾生态保护的水库调度方法,研发了河湖水系连通性改善技术,构建了河流生态修复适应性管理决策支持系统.最后对生态水工学未来发展进行了展望,建议在智能化、韧性化、长效化等方面进一步深化研究实践.生态水工学为缓解传统水利工程带来的生态负效应提供了理论框架和方法论支撑,对推动人与河流和谐共生具有重大意义.
Since the theoretical framework of eco-hydraulic engineering was first proposed by DONG Zheren in 2003,China has achieved substantial progress in both research and practice,fundamentally establishing a relatively comprehensive disciplinary system.This paper systematically summarizes the main progress of eco-hydraulic engi-neering over the past two decades from three aspects:development history,theoretical system and technical meth-ods,and practical applications,reflecting its evolution from the initial stage to the current state of continuous improvement.Eco-hydraulic engineering has initiated a new interdisciplinary research paradigm integrating engineer-ing and ecology,forming a complete methodological system encompassing theoretical framework,model methods,basic principles,technical tools,and management platforms.It has developed models for analyzing the ecological impact mechanism of water conservancy and hydropower projects,established a multi-scale investigation and evalua-tion method for all elements of aquatic ecosystems,constructed a matrix-based river ecological condition classifica-tion system,formulated planning and design principles and technical systems for aquatic ecological restoration,developed a toolbox for stereoscopic and naturalized ecological restoration of river corridors,proposed reservoir opera-tion methods that take ecological protection into account,created technologies for improving the connectivity of river and lake systems,and built an adaptive management decision support system for river ecological restoration.The future development of eco-hydraulic engineering is expected to further deepen research and practice in aspects such as intelligentization,resilience,and long-term effectiveness.Eco-hydraulic engineering provides theoretical tools and methodological support for mitigating the adverse ecological effects associated with traditional hydraulic engineer-ing,and is of great significance for promoting harmonious coexistence between humans and rivers.
