Upholding the dual bottom lines of development and ecological conservation is the essential path for Bijie City to build a mountainous region with distinctive agricultural strengths,serving as a crucial component and developmental direction in accelerating the'Four Rural and Harmonious Villages'initiative.This paper examines the current status of crop straw utilization during Bijie's efforts to establish an agricultural powerhouse under the new development philosophy.By analyzing existing challenges in straw utilization,the study proposes targeted countermeasures including strengthening organizational leadership to consolidate synergy,increasing financial investment to enhance support mechanisms,and intensifying public awareness campaigns to foster consensus.These measures aim to provide practical references for advancing local crop straw utilization practices.
