多元参与视角下生态旅游型村庄的治理机制研究OA

Based on the theory of multi-center participation as the logical starting point,this paper constructs the participation governance model under the multi-center subject of"government,enterprise,villagers and village commu-nity organization",explores the formation mechanism and function logic of the interactive behavior relationship between the subjects,and makes a case analysis with the example of eco-tourism governance in Wudong Village,Leishan County.It is found that multi-center participation in governance is a feasible governance scheme with both cost con-trol and implementation efficiency.Its operation mechanism is to clarify the functions of different subjects in the gov-ernance framework through consultation and cooperation,resource transformation,interest link and target integration,and further divide the responsibility and governance boundary of institutional services,market operation,interest allo-cation and community participation,so as to realize the coordinated coexistence and functional complementarity of governance subjects,and finally form a governance community with continuous improvement ability.This governance paradigm not only meets the needs of the modernization of rural governance in China,but also provides practical sup-port for solving the dilemma of traditional single-center governance.
